Judge Charles S. Chapel was appointed to Court on January 12, 1993, by Governor David Walters to fill the term of Ed Parks, Jr. He served as Presiding Judge in 1996-97 and 2005-06. He graduated from San Diego State University with a Bachelor of Science Degree. He received his Juris Doctorate from the University of Tulsa College of Law with many academic awards and an LLM degree from the University of Virginia. He was named outstanding law student by OBA in 1968. He served in U.S. Marine Corps 1959-1963. He founded one of the largest law firms in Tulsa: Chapel, Riggs, Abney, Neal & Turpen. Judge Chapel practiced law in Tulsa for 23 years prior to his appointment. He has served on several Tulsa County Bar and Oklahoma Bar Association Committees and has been Trustee for the Oklahoma Bar Foundation as well as nrustee to the Jenks Public Schools Foundation. He also served as Adjunct Professor of Law at the University of Tulsa.
